Can someone ask in all hands why no bonus to impacted employees?? Is it not cheating after almost serving for a year

You should know that CA case law has demonstrated time and time again that if you achieved the objectives tied to your bonus payout you are eligible to receive all or a portion of your bonus, even if you leave voluntarily. Most performance management systems act very well as proof of what you achieved over the year.

The separation agreement between Marvell and the laid off employees contains a clause that explicitly states that laid off employees are eligible for, and will be paid, their bonus for 2019.
The separation agreement - written by Marvell - is a legally binding contract.
If the CEO of Marvell announces internally that he does not intend to honor that promise, that is breach of contract, and it is actionable in court.
This is standard practice in layoffs. They'll work you until the end and let you go just before the bonus. Happened to me too back in 2015.
