Has anyone ever known someone at HP who has negotiated a severance package? i.e. approached their manager about being let go in exchange for a severance.

Checklist of stuff you need to do to get unhooked from HP and avoid leaving money on the table.
Talk to your manager, if you have confidence in your performance and relationship. Before I took the EER, I saw it happen at least 6 times. Really depends on your boss and if they are aware of a wfr coming. May be a win for everyone. No guarantee, so be ready to go on your own.

Isn't that what EER is? My understanding is that pretty much everyone who was qualified for EER last year requested the package,

Well your 150 years of service beats my paltry 42.
That's a tricky one. Since HP needs to dump people there is no incentive to do that. Worth trying though. It might be possible to swap you in place of someone they intended to fire.
Before I retired I asked several times to get tossed into the lay-off pool but was told they wanted me to stay and didn't plan on allowing me to leave that way. I did finally retire after 150 years of service and in the end made out far better by staying.
But hey, try it.
