If retired as a union employee and retiree health insurance is defined in CBA, then start with the union. Might not get you anywhere, but worth a shot. If not union or union and retiree insurance not in CBA, then you're probably SOL.

Dean Foods is no longer an organization. So, yeah, they're not going to pay your health insurance

Are you asking how a retiree can go about canceling their health insurance or asking if former Dean Foods retirees are having their health insurance canceled?
If the later, I would expect Dean Foods retirees to have their insurance canceled as Dean Foods is bankrupt and soon won't exist at all. Not an expert, but I also wouldn't expect DFA or Prairie Farms or any other company to offer insurance to people who didn't retire from their company and never worked for them.
