Has anyone heard of lay-offs affecting the other areas of RH, including the consulting arm?

You're referring to Protiviti? They're probably the only division in Robert Half doing well. They're a wholly-owned subsidiary of Robert Half so they have their own leadership and operate independently of corporate RHI. They're actually doing well financially and during downturns, companies typically look to minimize risk which brings on consulting engagements, unlike staffing, where companies usually go on hiring freezes.
If you go on Protiviti's website, you have to look really hard to even find out they're a Robert Half company. It's almost as if they try to hide the fact that RHI is the parent company. The work environment from what I heard over there is much better, unlike RHI, though RHI tries to piggyback off their ranking of being one of Fortune's most admired companies because
