Subject came up during a team call. Manager asked if any of us wanted go to 100% Anyone else have that question asked?

We were asked if we were getting CARES act and state unemployment (I am). I know the process has been very long in a few states to get onto unemployment.
Manager was told by HR that the only help they could give to 50% furloughed who have been denied unemployment is to reduce their work hours more.
Inside or outside team?
This needs to be shared with their Managers. Sounds like a miscommunication.
