The whole bench pool was started by Fransisco D Souza who himself walked away with millions and left bench employees stranded
No one searches for positions for those on bench - the employee has to search on their own and if they don't find on time are let go
You have to be part of some lobby other wise you are gone in Cognizant

I think things will improve as covid condition gets better
US recruited associates. To layoff an H1B employee brought from India to US, the employer must provide an air ticket for the employee to go back to home country. This is strict H1B rule.
H1B employees must be sent back to India and then keep bench period of 2 months and then can be laid off.

Cognizant has announced a voluntary separation package (VSP) for its US employees.
Due to the slowdown in demand and fewer contracts caused by Covid-19, the New Jersey-based company is laying off employees without active projects.
ET has accessed an email sent to employees earlier this month which said, "The Covid-19 pandemic has caused a decrease in demand across a number of functions which has reduced the number of open positions available for associates in the Associate Deployable Pool (ADP)."
"To manage costs and provide associates with an alternative to ADP, we are introducing a voluntary separation package option for all US associates who move into the ADP between May 1 and August 31, 2020," the company said.
The package will include eight weeks of pay and other benefits up to three months.
Employees currently not employed in ongoing technology projects and who do not wish to opt for the VSP can remain in the associate deployable pool, colloquially known as the 'bench,' according to the company. Staffers unable to get deployed on projects in the given period from May 1 to August 31 will have to leave the company without separation packages.
Employees will have a two-week period starting on the first day of their ADP programme to decide if they want to opt for the VSP or continue on the bench.
Responding to queries on the matter, a spokesperson for Cognizant said, "In a people-intensive business like ours, effectively managing workforce utilisation is a key element of aligning our cost structure with revenue. We routinely manage supply and demand with a bench of unutilised employees. We are enhancing our bench policy by offering additional cash and extended health benefits to those who are or will become unutilised and for whom we unfortunately do not foresee future opportunities. As always, we will treat any employees exiting the business with fairness and dignity."
