I feel what the business needs to do is place the PM in the department they support. The problem you have is you have a VP and many directors and senior PMs and it all was put in place by CD who lost sight of what you are talking about was 9-10 years ago. It is now a social club that he created and is the leader of..... sad :{ old bally management prevented it 9-10 years ago, but not know...people change when management changes.

Just our of curiosity, when I was there, we had to use this horrible PM software called "Agile", (not the methodology, but an actual piece of software called "Agile").

Do you know what software is currently used to track projects through the pipeline?

Mike Mitchell is no longer with Scientific.
You can be a great guy but not appropriate for roll. The VP of project management is not a certified project manager they do not practice project management they do not do project schedules, did you not do Gantt chart, they do not work in jira nor do they do waterfall. If you ask any of them they do not know project management.
If the company is serious about changing they need to make project management real and do project management.

I haven't worked there since the Bally Days, but the VP of Project Management is a great guy with lots of historic knowledge. Lay off him. ;)

Now I can think of a total $#!t-bag person that needs to go and hes the VP of game dev and his initials are MM. What a completely useless a-hole that guy is, (and mean, to boot).
