The virtualization engineering team is maintained as a hostile environment, by Vp and henchmen so that they can pretend they are working, ie to mediate a fight that they sustained and created.
They deliberately block any constructive work to be accomplished within a time line, because their job would end then.
Their plan is to scrounge around for next 10 years, while not a single task can be completed to satisfaction.

Is the product built in bay–area, a true microservices prodct ? It is ancient technology that sales team don't want to touch with a barge pole. Old Cisco era is over.. bring in new tech.
No one wants your old cisco junk.
Hire non–cisco people at the top and build using latest tech. Smoke and mirror product currently built in bay area will not sell.
when the bay–area test managers themselves dont know how a protocol works or its abilities but expect the employee to "perform" and answer questions related to bug–discussions.. it is ridiculous.
The only thing these managers are good at, is licking the boot of the VP to ensure, he is "happy", and speak in his language., play politics and spread false information to support the need of their position.
There is no need for Test managers. That is why agile scrum and scrum masters are hired.
Let us interview the test managers/dir for test position and see who passes the interview.

in bay-area ,the VP raises a toast in private , for engineering his employee's downfall. He expects to get promotion for " improving such a sub-standard team, and turn around the productivity". He feels whatever good has happened is due to him., and everything bad is due to incompetent engineers, sales, mrktg .

the bay-area packet team is building a very very low-end third-world product, not sure why would anyone build this kind of product in silicon valley. No good engineers want to work on these kinds of products and these kinds of pay. All they have are either people fired or retired from Cisco. Can they produce anything new or competitive? The results are written on the wall.
The VP will set a rule for the whole team, and will blatantly break it himself ( for his benefit).
He is making a point that he is above the rules he makes for rest of engineers.
This has happened many times. This is cisco ethics, that ciena has embraced.
Managers have followed him, there is no fabric of honesty.
HR of course makes sure VP gets to keep his job and finds ways to get rid of others.
The rotten cisco mgmt is so corrupt that they find no bias in putting the engineering mgr as the scrum master. It is no wonder that the product failed to meet deadline for so many years.
The articulation is the truth, and truth hurts so much that it has rattled one or more people to take action on their infamous activities at Ciena. A rotten core management with CISCO Sh–s makes a wonderful team that Sales does not even want to touch with a long pole. What a mess. For new grads this is an eye-opener.

There is a lot of humiliation used as a tool to "motivate" engineers. This motivation is similar to the motivating animals in a zoo. It is just like animals being poked and harassed and starved in a Zoo to elicit reaction for satisfaction/happiness of the boss.

Whether virtualization team can execute or not, the VP is only good at creating AR/ VR about his abilities. his henchmen are safe and protected as long as they serve their purpose as kapo.
HR makes sure that he is not caught by DoL rules, nor Ciena ethics code.
Ciena's fabric and culture has been destroyed, in favor of a mirage shown by the VP and his henchmen from same community.
Only an insecure person preemptively does propaganda against his own people, for the fear of being held responsible for issues.

Integrity issues by Executives as part of retaliation, has been the norm in the industry. But in Ciena, it was not so frequent and identified back to one person. And the fact that he is setting an example for other managers under him is of concern. Lack of integrity is not something a person can rectify. Just like a ped#phile 's action is not by mistake. It is a big red flag about people using their position, to destroy others. Especially since, Ciena isnt paying him for that.
If you are in a different reporting chain than the scrum master , then you are screwed.
The your management will assign you tasks that are over and above what is committed for the release. This method is condoned by 'leadership'. They are hoping you don't hear the truth from scrum master before you commit to the task. "Con the employee" is the motto.
If you are not their " friend" then you are not getting credit for completing those overcommitted tasks. If you are unable to complete the tasks ( that are clearly marked as overcommitted), they will bad mouth you with the upper management and peers. VP himself engages in this honorable activity.
This is the skill of "leadership" today.

This article defines the attitude of the management who are hired based on race/friendship ( and promoted ). They cant get any job outside of Ciena, and wont allow anyone else to progress in life.
