My application for SVS 2020 was rejected! Should I apply again for SVS 2021?

I have been at Shell in the US since 1993 and not once has the package been different for involuntary and voluntary leavers. It has always been 3 week/YOS in either scenario.
So unless you are planning to retire this year anyway, there is ZERO incentive to apply for SVS.
I never understood why Shell never offered an extra incentive for voluntary leavers i.e. give them 4 weeks/YOS. I think most other companies do offer an extra incentive do leave voluntarily.
This is confusing. In past re-orgs that had SVS offerings, the severance of 3 weeks per year of service was same if you took SVS or you were involuntarily let go if you did not find a spot..In all those re-orgs, they said involuntary gets only 1 week/yr, But, i know first hand that everyone (svs or involuntary) all got 3 weeks/yr....any thoughts ?

the worst thing can happen here is you get to keep your job. I don’t see what is the dilemma.
How? I thought you just need to literally post on high jg positions and not get it to be handed one (like if you’re currently jg4, post on jg2).
