First, get rid of the site managers that cannot make their units profitable even after decades of losses. Keeping them after letting go of their subordinates is just extending the bad habits and nothing will really change.
You cannot have your cake and eat it.

No diversity targets.

And if I get a 2nd... Everytime someone uses a commercial buzzword, they have to put a $1 in a jar. Then at the end of each month, the least synergistic, agile, deep-diving, loop-closing, value-proposing, huddle-ing, appreciated, lesson learning employee gets to take the pot home.

Stop thinking we have a competitive advantage! We spend a hell of a lot of money on research and software development compared to other companies because we think that this is a differentiator. Well, it is time to wake up. Technological differentiators were a thing of the 1990s, in the 2000s an advantage only lasts months. It is all about integration and leadership strategy - and on those we have utterly failed!

Make US independent of global, with it's own P&L. Repatriate expats. Cut down on stakeholder management nonsense.

Less people. Less layers. P&T only exist for major projects. Stop hiding behind the safety card.
