Most of HR are contractors so wouldn't read much into that. With the POU target still looming, don't expect anything to happen. They have started hiring middle aged apprentices out of total desperation to fill the numbers.
What sort of changes and where? We don't have much visibility into HR as an engineers and most layoffs are not announced.
