how exactly do they plan to build out their own cell network so quickly ?

By hanging their equipment on existing cell towers.. Leasing and regulatory is typically 6-12 months for an existing tower, a competent tower crew can build a Dish site in 2 weeks. Longest lead time item is typically bringing fiber to the site.
At first it was by piggybacking T-Mobile for free for several years. As expected, Charlie refuses to take orders from anyone but Charlie, and they bailed on the T-Mobile agreement. What wasn't expected was Charlie going to arch-nemesis AT&T to partner with. He has a sh-t-ton of bandwidth to barter with and AT&T took him on board. He got HBO and Co. back and has a possible merger in the works to monopolize Sat-TV ala DirecTV. Charlie was once quoted saying, "Everything AT&T touches turns to sh-t."
