Micro-layoffs

Somebody told me he thinks the reason there hasn't been a major layoff lately is that people are being let go in small batches all the time. So instead of one big round, we get hundreds of micro-rounds with the same result in the end. Is this true? I don't know anybody who's been let go so far this year, but that doesn't mean much. Has anybody else noticed that something like this has been happening?

They do that because the state requires you to report layoffs over a certain size.
