I worked for a company where it happened all the time. That's the main reason why I left there, but it seems to happening here as well.
How many times have you seen a manager assign a very serious and responsible task to employees who are not up to that task at all, mainly because of his or her poor assessment of employee's abilities?

The OP'er's sentences suggest they know in absolute how to perform employee assessments as they believe their skills are above average. I would argue that OP'er is part of the problem. By reasonable assumption, the OP'er performs in the bottom quartile and has yet to understand the Dunning-Kruger Effect.
