While some do double workloads, some work as if they are on vacation. There have always been such situations in this company, but now the "privileged" position of some employees is really starting to show. I don’t know if they are even aware of how it affects the motivation of people who do their job diligently?

I’ve heard the culture in the Moldy division is just like that…managers and directors whacking off and front lines doing the work, unless they are part of a special class…. Karma will rear itself one day….
Most old timers are going to walk away as soon as they get the bonus. Look for shakeups in January.
this is a cultural issue. no Rally task bs will impact this.

Keep track of their rally tasks. Don't trust them but make them PROVE they are doing the work. That's what every manager has to do in this environment.
40 hours in a week better mean close to 40 hours of tasks in stories.
