Why is our management so bad?

Sometimes I get the feeling that all the worst managers are here, the least talented people are in managerial positions. How is it possible that we have such bad management? They have completely lost their direction.

Or is it the technology side of the company does not understand there has to be fiscal responsibility because F5 is public and has an obligation to share holders?

It seems the F5 reaction to a on-going issue is for management to raise the problem in a big meeting, achieve consensus that it is indeed a problem, declare that they will work on said problem, then hire an expensive external agency to have a workshop on the problem… but the organization never alters its behavior… then rinse and repeat when the problem re-surfaces as unsolved a few months later. Can we just skip all of this and just admit that F5 doesn’t have the organizational will to actually solve these problems?

you are correct.

F5 management wants you to leave. If they lay you off F5's unemployment insurance goes up. However, if they want to replace you with someone in mexico or india, they just
harass you until you leave on your own. That way F5's unemployment insurance does not go up. Presently F5 wants to get rid of all North American NSEs / ENEs because they cost to much. They will replace them with NSEs / ENEs in mexico and india. Your 10% bonus each quarter which used to be automatic, that will be next thing to be removed.
