PS - your post is correct about do-nothing admins. Usually they are contractors from outsource companies like HCL, IBM Global Services, or Tata. Mostly just warm bodies that are learning on the job. Any CIO who has ever signed an outsourcing contract to save money (rather than making a proper investment in their company) should be fired and driven from the industry.

I don't understand what your post is trying to say. Are you talking about customers who do not train their sysadmins nor do they adequately budget for professional services to help them? It is common for customers (customer management, to be specific) to think they are far better than they really are, and they think they are going to recreate AWS or GCP for a million bucks or less. When they fail, they expect GSS and their VMW field teams to bail them out (at no charge, of course).

Or is your post trying to say that GSS is inadequately staffed and trained to fix buggy or fragile software that no one really can make work in the first place. Because that would be true, too. There are some great TSEs, but the customer's GSS experience has steadily declined since Pat G. took the reins. The CXS/S360 contraption is only making things worse, more confusing, and more expensive.
