It really doesn't make any sense. NS is offering $5K starting bonuses for conductor trainees, so the company is pretty much begging for new employees, and on the other hand, it "motivates" those same new employees to give notice and leave from day one. What kind of strategy is that?

But this would mean that someone higher up would have to admit they were wrong. The beatings must continue until moral improves.
At some point you would think that they would start to treat their existing workforce decent. That word of mouth positive feedback from employees would most certainly do wonders for their ability to get good applicants
