This is an accurate description of the bargaining process.
The parties will not reach an agreement, single man crew will never be agreed to and the Carrier wage and health benefits will never be accepted by the Unions.
I would be surprised if the PEB recommends benefits high enough for the membership to accept an agreement even if they stop 1 man crews.
Unions turn down PEB agreement, STRIKE and Congress forces the agreement on the parties.

The PEB can’t force either party to accept a contract, but they can make it very uncomfortable to not accept it. Congress can force either party to accept a contract. Typically Congress will rubber stamp whatever contract the PEB is urging the parties to accept. They do this regardless of political ideology since most senators and congressmen do not have time to learn the details.
Does anyone really believe they'll sign a contract? I am having my doubts. This could on for years. In fact I would not be surprised if they started using sub contractors.
I hope this is taken into the thoughts the the PEB members..........which you know is eventually coming.
