My team has been understaffed for a very long time. I am overwhelmed by the growing list of expectations from my boss. Considering we are short-staffed I would expect some proactive communication from our manager to determine what the most important tasks are for us and the like. But no, he's doing exactly the opposite, he's actually trying to convince us that we're not understaffed, as I guess most managers here do?

Don’t panic - pretty soon half of snowflake will be applying to work with you…..
All you need are more meetings with PMs. That will fix all the problems with being understaffed. It's worked great for several years now. We're so agile, we don't even need engineers.
My manager is excellent with helping us proritize what work we focus on. He has developed a whole plan for working through what gets done first. Guess you just have a dud manager
