I'm tired of being yelled at every day by a man who barely knows how to do his own job (which, I believe, is why he yells at us all the time, so we wouldn't ask him to do something). He constantly threatens that he'll fire us for this or that, and I'm now tempted to take him up on that next time. I don't want to work in an environment that fosters such behavior.

Here an extreme idea. Not one that fits with policy and will likely cost you your job….
Record him. Do it anyway, regardless of the policy. They will never fully believe you or do anything without undeniable proof.
So prepare to lose your job but know you are helping your team and anyone be else that may report to this bs leader.
Do not go to HR. Document everything. Get a button camera at Amazon. Hire an employment lawyer.
The best thing to do is update your resume, and start applying. Keep quite about what you are doing, until you give your notice or not!
