As others have indicated, it's done quietly and those impacted are put in the talent pool with a set time to find another job or quietly disappear. It's still going on regardless of the mgmt talking points in meetings.

Carefully layoff small groups of people under the radar so employee's are not aware of what is going on.
The lack of transparency is maddening.
