Historically speaking, the economy will grow, but the ultra aristocrats want to keep everyone in under control. Cut costs by eliminating labor. More profits.
So now that they can not get people back they are choking the country by not keeping up with the demand.
Furthermore the people who are still working are being bullied to work harder with no extra benefits.
