"WITHIN 28 days"?

When I read the ratified contract breakdown; the union said members would receive $1000 "within 28 days" of ratification. First it sounded like a scoundrel who behind on his bills, "sure I'll pay you, not now but within 28 days". But being told by the Union a payout of $1000 WITHIN 28 days, means 14,18,20 days after ratification. It was ratified on August 3rd. If the payout is Aug 31, that is Exactly 28 days. Then the union should have said $1000 payout "IN" 28 days. If it's Aug 29th or 30th, then that would be "ABOUT 28 days" or "By the 28th day". "Within" is inside of a range (not at the end). Really bad when something as important as the contract is told to us inaccurately.
