I read here that some have already been laid off and that the notice surprised them because they did not expect this to happen.
Is it possible that someone thinks they are safe? Of course, you should never worry ahead of time, but never think that you are safe!
Remember what is good for GE is not good for me while what is good for me is not good for GE and you will do well.

Spent years in Power, went through layoffs there and then came over to wind for several years before leaving the company altogether because the writing was on the wall
I am stunned at the number of people at GERE who didn’t see this coming
GERE numbers were horrible. The business is spinning off and has to stand alone next year, ie can’t lose money. Volume way down for 2022 & into 2023. Major quality issues all over the field.
The only surprise for me is laying off field/site folks
