They reduce the well being day from 7 to 5 because of being reasonable wfh.

Not yet. The company is a private business and not controlled by the U.S. government. However, the governmental focus work we do is significant. That could cause leaders to evaluate whether it is prudent for employees to be in the office 5 days a week.
If someone averages a day a week, they need to be gone before they mess it up for everyone else
No. The expectation remains 3 days in office, as it has for several years now. The crackdown appears to continue to focus on those averaging <1 day.
It’s a play on commercial real estate.
People in office seats mean there is value there.
Forcing people back increases values and then they’ll just sell the building and go back to remote.
We are not federal employees.
No I don't see it happening here. HCSC already made it's choice and the new admin is taking a page out of the cooperate playbook attempting to appease it's base and rattle the cage. Unless HCSC or the govt has enough commercial space and equipment regionally and nationally for each employee to come in to the office, I doubt it will happen.
