What do the "all talk no action" people mean, do they think that people with new roles lined up, who are waiting to give notice til bonuses are paid won't leave?

I landed a higher paying job with a competitor. I plan to resign next week. I’ve spent over 2 years watching and hoping things would change.

I know at least 3-4 other folks (all in Technology) that plan to resign.

All talk no action, I’ve heard from a half dozen people who claim they will leave after bonus but they won’t. They just like to complain but they don’t have anything lined up. Like if you are that adamant that you’re unhappy leave already. You want that pitiful LTI and 3% merit that you’ll put up with an awful job.
