Essential Roles are going to be any position that's needed to keep a city up and running.

Public Utilities
Private utilities
They each have their own structure: your "on the ground" folks physically doing the jobs needed to keep a utility / service going. And then you have the planners. Both fall under "Essential". Some.job postings will say it outright , others will only tell you if you land an interview.
I did 10 years USB. Not a single infraction. Never put on a PIP. Nothing but praise.
I've said it 1000x before but if youre not an Executive / some kind of higher up who runs shoulders with more powerful people, you do not matter.
The powerful will protect the powerful, they'll only protect the not so powerful when convenient or if it makes them look good.

The last round folks confirmed they got paid for unused PTO.
Several states require unused PTO get paid, so if you are in one of those states, then yes, it does matter.
Why does it matter if you use the floating 'My Holiday' before vacation or sick leave. With the new termination policy, the bank no longer pays out for vacation time at termination, regardless of termination reason. The bank never paid out for unused sick time.

How to find ‘essential roles’? How do you define them? Give a few examples in IT please.

I've posted this way back under Buttered Piglet moniker but here's my 2 cents:
Use AI to craft cover letters. Other jobs will most likely use AI to insta-deny / review you. Make the letter sound "Human".
Don't waste 1-2 hours per job application when you can have it done in 20-30 minutes because you'll still need to re-input your resume , create a whole new account , and fight that god awful Work Day software to save changes.
Look into "essential" roles. Sell yourself but don't over promise.
Copy/Paste all the answers to those ridiculous questions they put in the applications so you can just copy/paste it the next time you're asked, because you will be asked over and over....
Check where you are relative to your insurance out of pocket max. Schedule regular medical checkups and get them done as there likely isn’t a charge for those. (Include dental and eye if you have vision insurance.)
If you’re in the HSA make sure your login is not your USB email - same for other benefit providers.
If you can afford it, increase HSA and 401k a little (again only if your budget allows. You may need savings!)
Start applying now, network across the bank if you would like to stay. Use any vacation that doesn’t pay out. You retain access to workday and can print your paystubs and W2’s. I saved all my important files I wanted to keep if I came back to the bank and shared those with a coworker. I was rehired so I was able to keep all those files. I was told your old manager gets access to your one drive so if you remain on good terms with them they can reshare it with you again if you are rehired.
Get reimbursed timely on your pretax deductible benefits so that you don't forget claiming later.
Layoff is a whirlwind of emotions. One tends to forget such small items as one gets busy in job search, interviews, hopelessness of rejections and eventually, the joy of landing a new job.
I went through all of these last year and forgot to reimburse one item - cost me some coin!

Use sick time instead of vacation if you can if you think you'll be gone in Q2. If you're called out in it feign it was a typo.
Claim you have covid and use up all your sick time!
Increase 401k contribution from AIP. You’ll get the match next year as per the plan.
Contribute to charity, get the 1:1 match.
Change your w2 to be mailed to you. Get all personal files off your computer. Can’t forward them to your personal email or thumbdrive
Start your job search now. Use as much of your benefit time as you feel comfortable taking, and be quiet about it with your peers and leaders.
Don’t give them a reason to remove you before a severance package is presented.
