Thread regarding HCSC (Health Care Service Corporation) layoffs

IL WARN Website

Has HCSC ever showed up on the Illinois WARN website? I've been looking at the historical records for 2020 when 400 people were laid off but can't find anything. Is there a loophole that allows them to avoid having to report when layoffs are coming?

In 2020 they decided to get rid of middle managers (maybe director and above). There were quite a few but some found other roles within the company. We also have deals with the city so I’m not surprised if it’s not in WARN.

Illinois WARN defines notice-triggering events differently than federal WARN. Illinois WARN applies to employers with 75 or more full-time employees (excluding part-time workers) and requires employers to provide 60 days advance notice of pending plant closures or mass layoffs.
A “mass layoff” under Illinois WARN is a reduction in force at a single site of employment that is not the result of a “plant closing” and results in employment losses during any 30-day period (or, in some cases, during any 90-day period) of 25 or more full-time employees if they constitute one-third or more of full-time employees at the site, or 250 or more full-time employees.


Guessing these large companies purposely stay under the threshold to avoid having to report anything (which is smart on their part I guess)

There’s a minimum number of employees at 1 worksite that needs to be laid off in ordered to be reported to WARN. Or a large enough percentage of total employees nationwide.

Cigna employee here....There must be a loop hole somewhere. Cigna has job eliminated many, many employees without showing up on the WARN notices.
