Not sure it costs much. Target gets a tax break.
It's obviously intended to reduce hourly turnover in stores and DCs. Walmart, Chipotle, and Starbucks have similar programs now. Whatever it costs Target to subsidize these programs must outweigh the cost of turnover. Most of the degrees are from bad schools (Southern New Hampshire and other diploma mills), but for someone just looking for a piece of paper for free it will get the job done.
A lot of salaried employees are disappointed with the master's degree programs (like one or two reputable schools but most are bad just like the bachelor's degree offerings), but they don't realize that the Guild program wasn't created for them.
