Can someone explain to me why Nokia pays almost $100000 more for a work visa job in Sunnyvale California (for example: Senior Test Engineer $235K, LTE Development engineer $233K for year 2023) compared to a similar position at Ericsson in Santa Clara California which is only less then 6 miles away? I'm not picking on those with work visa, but why are salaries in general (based on the public information I see on hh11bb dataa dott inffo) at Nokia in California about $100K more then Ericsson in a nearby California location?

@OP+1rKi0oui, first, a quick refresher on the H-1B program. As per the U.S. Department of Labor (DOL) H-1B overview, the program is for employers who are “…seeking to hire nonimmigrant aliens as workers in specialty occupations…”. ”A specialty occupation is one that requires the application of a body of highly specialized knowledge and the attainment of at least a bachelor’s degree or its equivalent”. The intent of the program; ”…help employers who cannot otherwise obtain needed business skills and abilities from the U.S. workforce…”.(1) In my opinion, employers are always seeking “sky-high achievers”(2), that have highly specialized knowledge.
In compliance with the ”The Immigration and Nationality Act”(3), the H-1B program follows the Department of Labor (DOL) regulations for setting a “prevailing wage”. The prevailing wage ”ensures that the hiring of a foreign worker will not adversely affect the wages and working conditions of U.S. workers comparably employed.”(4)
OP, please check the official government websites to determine the actual prevailing wage information for the Santa Clara/Sunnyvale area. I could not decipher where you retrieved your salary information. In addition, I believe a company is allowed to pay above the prevailing wage. Hope this helps.

Nokia Usa is famous for downgrading experience, paying below market salaries and zero career growth. Most likely that Sr test engineer at N would be a test lead/architect/manager at E/elsewhere
