Can confirm. Have watched leadership use PIPs to railroad a lot more good employees lately. Really apparent to everyone with an IQ above room temperature.
In a two cases, HR specifically asked me about a situation and I made it clear that leadership was in the wrong to the point where if any HR action was taken, it should be against leadership (in one case a director, in another case a VP) because their behavior was nothing short of unprofessional (and had been reported).
HR made it clear that they weren’t interested in listening to that and just wanted to know if the IC was at fault. When I repeated that the IC in question was not, HR basically kept rewording and “mishearing” my responses to put the IC at fault. It was clear that they already made up their mind and I told HR as much, but that they were going after the wrong person.
No surprise, both times, the IC was put in a PIP, given no direction, and dismissed.
I used to recommend this company to others. Now I’m warning people to stay away. Stuff like this is the reason why
HR doesn't make the decisions. Leadership is at the helm...

Prepare NOW to find a job. Comcast will have layoffs regardless of tenure, position or old boy network connections. The latter, see former AOL-ers, will just take longer to happen. This is inevitable as a result of off-shore transitions as the company needs to reverse the downward stock price trend and the business is drying up.
And HR does not care about the people only protecting the company.
