The higher your band, the more you need to be held accountable for mistakes that you and your underlings make. There should be no exceptions, particularly not for senior manager and executives. You are expected to know what you are doing at work.
If unreachable targets are set with the intent of forcing employees to resign or to create a pretext for firing them, it may be considered constructive dismissal. In the U.S., this is treated as a form of wrongful termination.
If the targets disproportionately affect certain groups (e.g., older workers, women, or employees with disabilities), you might have a discrimination claim.
If they try to stiff you on severance by falsely claiming there were performance issues, you could claim IBM acted in bad faith.
Something to think about. Look out for yourself and may the odds be ever in your favor.
We have been told that management has tightened the performance objectives to 80-85% depending on your band. Good luck to everyone as that objective will be very hard to hit
