How do unionized workforces impact a layoff strategy?

Seriously - is the dynamics different at places where there are no unions? Less severance? More people cut? Is union here actually very useful or is it just a dud?

Layoffs are done strictly by reverse seniority. The union protects senior employees. It's a good and a bad thing. Performance is not a factor, although the company can protect just a handful of super performers and the Union is ok with it if the number stays equal or lower to the amount of Stewards since Stewards cannot be laid off.
