HR is being impacted as well. I heard that this year, AR was conducted by members of their LT, not the direct manager. They disregarded any ratings managers submitted, and created their own. People who had no idea what staff does day-to-day. This gave them the opportunity to give low ratings and cut down on costs/justify layoffs. It's dirty, but it's corporate life.

HR needs a good cleaning up. Especially Charlie's pet, Mike Ross.
One VP told me once privately that he got his offer incl. comp package directly from his SVP before even being in contact with HR. They knew each other from their previous consulting firm and he didn't even submit his resume to HR.
I had several dealings with HR in context with several applications in the past 2 years. Each time, HR was just a paper pusher, and a bad one at that. I have never seen something like this anywhere else -- but the HR and the cronyism -- they all deserve to be fired. Unfortunately, they will play the "last in -- first out" crony game.
VISA HR deserve to Lay off, They don't solve any employee issues. If there is any conflict between, Manager and Engineer.. They always listen to Manager.
THere are so many Senior directors do lot of favourism to specific knowing person, Romantic relations with women, Retaliation , Specially i observed Indian Directors working in Technology side.
