Downsizing (layoffs, cough) in Visa owned buildings in FC, (2 buildings will be leased out: 3&4). Relocating hundreds of techies to leased building in PA (wannabes to be a part of Silicon Valley vibe). SF is at capacity, also leased building, to the tune of $90M/yr. Other techie jobs will appear in Austin and Denver. The ones restructured from long-term staff. FC as HQ will be no more.

So it looks like they are planning to have Palo Alto and SF office in the long run
The common theme is "everything, hitech and new"...FC is HQ but not snazzy locale, so they'll be staffed there for how much longer?? Maybe 2 more years?
Foster City needs more condos and apartments. Why not convert M3 and M4 to AirBnB style micro apartments. The rental increase can be used to increase V share buybacks and grow dividends during the next recession 2017-2018.
The rumor is to lease both M3 and M4. M4 is already posted for lease on major Business Real Estate websites. Existing occupants from M3 and M4 will move to M1 and M2. Space will be soooo tight that you can smell everyone's body odor, listen how they chew their food and more to come.....
