Is "right sizing" another word for "downsizing"?

UTi is planning on "rightsizing" campuses. UTI is also expecting more "regulatory relief" so that they can have more access to transitioning service members on military bases. Who else can afford the $30K price tag. They also plan on having programs in welding and machine programs--which they admit they have no experience in.
