$2.7 billion EU fine

I wrapped up my on-site interviews and felt that they went really well. Was just notified that the position is now "on hold" and that it had nothing to do with my performance in the interviews. Said that they were slowing down the process and reassessing the new hire strategy. The recruiter said that he would be in contact with me if they reopened the position. Are they trying to be nice and trying to say I did not get the job or is it genuinely on hold? Could they be reassessing due to the $2.7b fine by the EU? I could see how that could impact budgets....

With GDPR which is the new Safe Harbor the fines will be even bigger for privacy violations.
