Flex staff layoffs

I recently saw the layoff printout from the November layoffs and saw an odd division name called IO Flex Staff under the Infrastructure & Ops department. Does anyone know what that means and why some many people would be under that division? Normally I'd think of flex staff as contractors, but I don't know why NM would report contractors in the printout to show which employees were laid off.

flex staff is a time reporting catagory. it is a carry over from the days when some divisions logged their time and some didn’t.

Regarding changes (layoffs, restructuring) my department was told that we haven't seen anything yet. They need to stop the torture. It is affecting the morale big time. People are having health issues. The EAP is sending people to the NM health clinic.

Apparently this same question has been asked by current NM employees, and so far no one is answering. I've heard rumors that around 1000 people will be let go in 2018. If that rumor turns out to be true, I'm guessing the employees listed as IO Flex Staff will be laid off. Unfortunately I don't understand anything the current CEO is doing, so we'll have to wait and see the end result.
