Why is the company not offering employees the chance to express interest in being laid off? If they did this they would get the head count reduced to where they want it and nobody would have to leave that didn’t want to. In fact they would get so much interest from older employees that the company would have to turn some people down to keep from cutting too deeply.

Anyone over 55 needs to start looking for an other job
It's cheaper to force an employee to quit or retire. Management believes that shows good management skills. Then the manager can show how much they saved the company and receive a bigger bonus.
TMPs lie about and post fake job openings when a candidate has already been selected. Don't expect to look for internal job openings unless you are under 35.
Yeah, but then Top Management wouldn’t get to hurt innocent people. That wouldn’t be any fun!
