CTC wants attrition to increase by another 10% min. Managers have been instructed to let work env to worsen so that more staff leave voluntarily, by imposing more work load, unfair appraisals, scapegoating etc so that there is no need to layoff and associated costs and reputation issues.

but most of the dead wood have become managers, hence this type of stupid ideas can be easily implemented, and are working.

there is no dearth of unemployed in India so we can hire thro third party rolls anytime and promote exploitative employment in India

Unless they do selectively, this strategy will not work and that is not easy to do. Generally, employees who are good are the first to leave on their own and dead-woods will stick around until they are layed-off. This is a losing proposition.
