People who stay do so for a variety of reasons: it's not just the inability to find another position FOR YOURSELF. It could be a spouse's job, elder care obligations or an immigration status. Some people outright decided not to do job search right now so they don't undercut those who were laid off. Those who stayed face increased workload, stagnant salaries and dramatically reduced benefits. Have some respect for those who pick up a double load now.

On the topic of 'stayed', I am not quite sure there are lot good people...but there are also lots of teams originally staffed assuming 7nm... now that it's not, what are they all doing? quality, procurement, logistics, project management, even IT... mostly untouched in last two rounds... my own team (former), with Sr. Manager, 2 PMTSs.. the whole team is good for nothing other than blowing hot air. There sure is lot of useless fluf in what's 'left behind'...
IMO, the only reason to stay is because you want to be/have a good reason to stay in the Capital region, Malta is likely to remain in some form so you may be one of the lucky ones. I think you are crazy if you are staying to allow others time to find a job. I think staying will be career limiting when it comes to the semiconductor industry.

The people who are working here are here because this is the best semiconductor foundry in the US, its a rewarding work environment with great pay, benefits and a diverse culture. The SLT had the vision to see the future of the company and the courage to make the hard decisions. Stop all the hate.
The frustrating thing is there are no consequences of their (executives) failures 'for themselves' ... it's
always the little guys that pay the price through layoffs... even if they ever get touched, they will be sent out with million dollar packages... think about GF ... why do you need so many VP hogging huge $$? their programs are completely canceled and yet they are intact? There are VPs with just a handful of people reporting to them and yet they have been bull*&$# around just fine ..there are some Sr. Dir, Dir and even senior managers in this category .... this is the most frustrating part..
Agree 100% with last comment about bashing aimed at the Senior Liquidation Team (AKA SLT) that must take full responsibility for the serial failures; however, SLT members still collecting fat paychecks each check greater than annual income of any GloFo rank-and-file (laid off and not yet) for challenging work in blowing hot air. That explains the outrage observed in comments.
I think all of this bashing is aimed at the leadership, especially the top leaders where the buck really stops, who failed in their jobs and yet get to keep their jobs and probably even get bonuses for cost savings through layoffs...
