I doubt bringing it back in house is an option. It would take years of transition to do that, rather than the 'months' that it took to throw it all away to IBM.
The only hope now is to try and make it less 'c-ap', manage it better.
Staff are fighting with IT support every minute of every day, in every country. The lack of support and constant failure of systems is delaying the engineering projects, rising costs and damaging relations with customers.
Considering the contract value, I'm not sure how they were expecting to save any money. Not sure what any exit strategy looks like, go to Accenture and hope for better? They certainly aren't going to have good luck bringing it in house at this point given the volume of positions needed and the difficulty in getting anyone to ignore all the outsourcing data everywhere.
I vote for Accenture (if this is accurate).
