Please check out FAQ. Severance pay and unused vacations pay don’t affect your eligibility. You start to collect unemployment pay post your official termination date.

I got axed in 2008 and I was in California. Here is how it worked. I got axed on 1/1 and I received 6 months of severance pay. I was eligible to start collecting unemployment on 7/1. So, the way how EDD (gov agency that handles unemployment in cali) treated the severance was similar to pay - it's almost like they just said they are paying you plus six months, therefore for those six months you get nothing.

Depends on your state....but generally NO...you will not be eligible for unemployment if you are also receiving severance. I am speaking of the US of course
