Denver Proposes Changes to Layoff Rules Amid Budget Crisis

Denver city leaders are changing how layoffs will be handled. The shift comes as the city faces a $200 million budget shortfall for 2026.
The new rules would give managers more flexibility. They could consider performance, skills, and experience when deciding who stays. Seniority would no longer be the main factor.

This change has sparked backlash. City workers and unions plan to protest. Many fear the rules will be pushed through before new labor rights take effect in January.

Employees worry the change opens the door to favoritism. Others say it undermines trust and morale. Veteran worker Karen Kindblade said the move feels unfair. She argues it risks losing experienced staff who have guided the city through crises.

The Office of Human Resources says seniority will still count. But critics say adding it as one of several factors is not the same as protecting it.

The final decision lies with the Career Service Board. The board, appointed by the mayor, will hold a public hearing Wednesday. Workers plan to speak out before the vote.
