If you've been affected and haven't signed the "package" don't!!!! Talk to a lawyer first. I successfully squeezed a better deal out of my former employer (including cutting the non compete clause and the "undisclosed inventions" clause and got another month out of them.
They might claim that you signed away a bunch of stuff and it still applies, but if they're terminating your employment then they're terminating this agreement/contract. This argument might not be correct but if a dozen or so people start litigating it NXP might back down. Yeah Texas is an employ at will state but this might work. It has in other states, with no legal precedent set.
