Rack pay rate max of $15 per hour has been lowered to $12.50 during layoffs/ changes in 2019.

What happened to the upside down pyramid?
The people on the front lines not getting raises because now their hourly wage have maxed out.
It’s time to bring in the union to help out the grunts... it’s time we have a voice that will be heard.

The above comment is true. I made max right before the change. The Rack has slashed labor across the board, meanwhile theft is an ongoing problem. Some nights stores will be lucky to have one-floor associate working. This goes for all stores, small and large. Also the lack of an employee survey so far this year is very troublesome. No mid-year meeting either.
The money is needed to pay bonuses to software guys in Seattle.

Why would anyone want to work there now?
Those who were at max were grandfathered in, so they keep their $15/hour but may risk loosing it if they transfer to another department or store. It seems they're going backwards with this move when other retailers like Walmart and Target are aiming to raise their MINIMUM pay to $15/hour.
