What is the CLNR scam going around?

I was on a call and the topic of a CLNR scam was being discussed. There was not a lot of information other then some employees have been changing device sku's to obtain higher valued phones. Apparently going forward when a CLNR is processed and the sku needs to be changed it will require a manager approval. What the heck is /was the scam involved?

Scams are not nothing new....gift card scams on trades... slamming features....$9.99 add a line scams....Many more

My manager confirmed this happened in a district in southern New England.(Mass/CT) Apparently there are several solution specialists involved that are all “ friendly” with one another. Nobody has even been terminated. He said the HR department for that area are not very bright and that everyone involved knew exactly what they were doing. Integrity at its finest.

People would add lines to a friend's account with a CPE and give it insurance. Then order a CLNR replacement then change the SKU to iPhone XS max 512gb
