I've been stuck at my position when I should have moved up a while ago because my manager doesn't want to lose me - he even let it slip once (not in so many words, but that was the gist.) I thought about going over his head, but that could easily backfire. So I am stuck because I apparently make him look good. Should have just half assed it, like most people around me do... They are certainly happier than I am.

As one executive said in a meeting of about 50 in which I was present: “Fake it til you make it.” One of the worst messages I ever heard an executive say. That leads me to believe that’s how they got in their position. The days of hard work pays off are long gone.
Yeah, you can work your rear off and go no where, while a pet or someone in the "click" gets the opportunities.
Most managers can only reward one, two if they're lucky, employees via year-end review rankings. If an employee feels like their performance does not matter, they may not be wrong. A single high-value employee can block you, or even an ordinary pet employee.

Ditto what @1n1n said. Your manager cannot stop you from applying for other jobs. Lateral or promotion. In fact, for a promotion,there is a time limit when they have to let you go. Used to be something like 30 days.
There are so many postings internally. You should apply to other groups. Your manager is not going to change
You must be in IT. That culture is rampant there
I thought half assed was part of the credo. I know it is in there somewhere.
