I expect the next round in August will be my wave. Supposing I do get 'staff actioned' and start collecting whatever the package provides, do I lose it if I get part time work? I would be open to taking a 3-4 month 'paid vacation ' but not really excited if trying to find work elsewhere or even starting an apprenticeship in an unrelated field immediately undermines/ends it.

I was in the first wave and was specifically advised NOT to take even a part time job while receiving sub pay by the HR person who was in my layoff meeting. Any kind of job will disqualify you from sub pay, no matter how small of a job it is.
Also, don't touch your 401k during this time. Taking any action on your 401k account will also disqualify you from receiving sub pay.
What you CAN do though is collect unemployment AND severance at the same time. I know people who have done that. They attempt to live off of the unemployment and bank the severance so they can extend their break for a little bit longer.
I don’t see it is a problem for getting a moonlight job while you Collecting severance pay.
Company is no longer care about you more if they plan to lay you off.
The company has your social security number and all your personal information. They could easily run a background check on you and find out if you are working. This is just my opinion but I think BNY Mellon would salivate at an opportunity to deny an ex employee severance payments so I do believe they run periodic background checks.

A paper route will end your sub pay so make sure it's worth it.
